OPITO 9004 · CONTROL ROOM OPERATOR EMERGENCY RESPONSE

CROER simulator

The control room, under pressure.

CROER assesses the Control Room Operator during an emergency. The Poseidon Emergency Management Simulator™ gives the CRO a working control room picture: process variables, alarms, shutdown and blowdown, safety systems and communications, all responding in real time. It is in use by OPITO approved centres delivering CROER.

IN USE BY OPITO APPROVED CENTRES

Audited and approved by OPITO as part of Poseidon Training's approval as an OPITO Approved Centre for MEMIR 7228, OIMCE 7025 and CROER 9004.

Training providers using the simulator to deliver OPITO products need their own OPITO centre approval.

The standard at a glance

Who it is for
Personnel deemed ready by their employer for formal assessment in the Control Room Operator role during an emergency.
Objectives
Maintaining a state of readiness, controlling critical situations and emergency response coordination.
Assessment team
An assessor to learner ratio of 1:1, with enough role players to maintain the reality of the simulation.
Scenarios
A minimum of 2 and a maximum of 3 scenarios on the learner's asset type, covering threat to life, to the environment, and to plant and equipment, with up to 3 attempts to pass the 2 scenarios.
Equipment
Emergency Response Plan, layout information and equipment listing, company procedures, work permits, audible and visual alarms, telephones, radios, PA, information boards and simulated background noise.
Outcome
The employer is notified within one working day and receives a written report within 14 days. No formal expiry, with re-assessment recommended at least every 3 years.

A summary of the OPITO product specification. Always work to the current specification published by OPITO.

How the simulator supports delivery

  1. Live process control

Pumps, compression, pressure, temperature, flow and level, with adjustable set points that trigger LL, L, H and HH alarms.

  2. Shutdown and blowdown

ESD-1, ESD-2 and blowdown with deliberate two-press activation and latching, and safety systems from deluge to emergency power.

  3. Alarm handling

Separate audible, visual, acknowledge and clear states, with GPA, fire, gas, abandon and all clear shared across the session.

  4. Permits and readiness

A built-in permit to work system, with live permits suspended automatically on general alarm and able to be reactivated.

  5. Communications

Multi-channel push-to-talk radio with squelch, telephones with scripted incoming calls, PA and CCTV views.

  6. Familiarisation and justification

Learners become familiar with the facilities before assessment and explain their decisions in a structured debrief, as the standard requires.

The standard allows remote delivery, but the nominated assessor must be present at the assessment location, so CROER cannot be remotely assessed.
